On Wednesday, May 3, 2017, just after 11:00 p.m., undercover officers were conducting a covert narcotics investigation in the 3400 block of North Riley Avenue. The particular house has been the target of narcotics complaints and police investigations in the past. IMPD North District undercover officers were attempting to further a specific narcotics complaint from the previous day. As the narcotic detectives were investigating, the suspect, later identified as 21-year-old Frederick Loggins, begin to shoot at their undercover vehicle as they drove past the residence. As bullets hit the undercover vehicle, the officers remained calmed and moved to a position of concealment and cover.
The detectives observed a vehicle known to be driven by the suspect flee the scene. Detectives called for additional units, and marked units found the vehicle and attempted to make a traffic stop, but the suspect vehicle sped away. A short pursuit ensued that ended on N. Euclid Avenue were officers quickly established a perimeter. An IMPD K-9 Officer and his partner summoned to the scene to assist in the apprehension of a potentially armed suspected. The canine tracked the suspect to the area of 3400 N. Arthington Boulevard where after repeated attempts to surrender the canine was deployed to take the suspect into custody. The suspect was taken into custody after being dog bitten and was immediately sent to the Eskenazi Hospital for minor injuries.
Detectives later determined that the suspect was wanted on two separate outstanding warrants, one for burglary, and the other for narcotics. Detectives will seek additional charges to include attempted murder with the Marion County Prosecutor’s Office who will review the case for an additional charging decision.
The Indianapolis Metropolitan Police Department reported over 670 officers assaulted in all of 2016. IMPD continues to provide a number of resources to mitigate the trauma often associated with these types of traumatic events. This is an on-going investigation and additional arrest are possible but detectives believe the suspected listed in this release is the suspected shooter at officers.
